Penny Lea Brown was born in Salamanca, New York on April, 29th 1960.

She was the daughter of Jerry and Sibyl Lockwood.

Penny graduated in June of 1978 from Salamanca High School, ranking 7th highest in her class.

She then attended Alfred University School of Nursing and graduated in May of 1982 as a Registered Nurse.

Penny then enlisted in the United States Air Force.  She served three years and was honorably discharged with the rank of 1st.  Lieutenant.

She married Robert Brown of Tampa, FL in August of 1984 at the First Congregational Church in Salamanca, NY.

Penny and Robert lived in Montgomery, Alabama, where their first daughter, Kaitlyn, was born in January of 1986. They then moved to Omaha, Nebraska where their second daughter, Bradleigh, was born January of 1989.

In March of 1989, Robert and Penny purchased a home in her hometown of  Salamanca, New York and settled to raise their family.

Penny was employed as a Registered Nurse by the Salamanca Nursing Home.

She joined the Cattaraugus County Health Department as a Home Care Nurse and later on as a W.I.C. (Women, Infants, Children) Administrator for Cattaraugus County.  During her time with W.I.C., Penny became interested in women's health, pre-natal healthcare, and childbirth.

In September of 1995, she decided to stop working to continue her education. She attended the University of Rochester School of Midwifery and she graduated with honors in May of 1998 with her C.N.M. (Certified Nurse-Midwife)

She then joined the staff of University Primary Health Care in Olean, NY where she provided women's healthcare, specializing in pre-natal care, and delivered babies at Olean General Hospital.

In her first year as a midwife, Penny delivered over 100 babies...

 

     Then on Mother's Day, Sunday, May 9th of 1999, while she was taking an afternoon run with the two family dogs on a nature trail in the city of Salamanca, New York, Penny's life was violently taken from her.  She was brutally raped and then strangled by Edward Kindt, a 15-year-old.  The anguish, nightmare, and devastation suffered by the Brown family after losing Penny intensified when Kindt was given a light sentence for brutalizing and murdering her. 

      On May 1, 2000, Edward Kindt was given the maximum sentence for the murder of Penny Brown - only 9 years to life in prison.  Justice was not served.  Because of his "juvenile offender status," he was not to be held criminally responsible for his actions.   If Kindt had been just two months older, he would have received the maximum adult sentence - 25 years to life.  An adult charged with the crimes Kindt committed would have been eligible for the death penalty.   As he comes up for parole in March of 2008, it is possible that Kindt could be walking the streets, free to brutalize, rape, and murder again, in less than five years.  

      Penny Lea Brown will never deliver another baby. She will never hold another hand and comfort the ill. Penny  will never lay beside her husband Robert and tell him about her day.  She will not be there when her daughters need her.  Nobody will ever hear Penny's voice again. 

       Edward Kindt's voice will be heard again.   He will walk freely among us again.  He will be free to walk alongside Penny's daughters, your children, your wife, your mother, your sister... likely to brutalize, rape, and murder again. 

bulletJuvenile killers like Edward Kindt have testified violently to the threat that they are to society.  As the Sentencing Judge Larry Himelein said to Kindt, "If you are every released from prison, I feel that someone will pay for that decision with his/her life."  Violent and cold-blooded killers need to be held accountable for their murderous acts, whether they be 15-years-old or 50.   Society needs to be protected from these sociopaths for as long as possible, and the life of a murder victim of a juvenile killer should be valued as much as the life of a murder victim of an adult killer.   Please take a stand against the violence and help us to pass "Penny's Law" in New York State!
bullet"Penny's Law" would allow juvenile murderers to receive appropriate sentences.  It would allow for justice (where there is none now), save innocent lives, as well as protect families across New York State.
